Cabinet Approves Plan To Set Up 20 AIIMS ─ Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) to continue till 2020

The government on Wednesday extended the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) by two years till 2020 with a financial outlay of Rs 14,832, crore to strengthen healthcare infrastructure in the country including setting up of more AIIMS-like hospitals and upgrading the state-run hospitals. "Under this (PMSSY), we are going to set up 20 AIIMS in the country, six have already been established, and would upgrade 73 medical colleges. This is a historic decision," said the Union Law and Information Technology Minister. In a major boost to the expansion of healthcare infrastructure in the country, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the continuation of PMSSY beyond 12th Five Year Plan up to 2019-20.

The primary objective of PMSSY is to ensure affordable and reliable healthcare services to the people. Govt. also focuses on providing adequate facilities for high level medical education, nursing education and research facilities across the country.

PMSSY scheme continuation will create appropriate tertiary level health care infrastructure. This will be done through establishment of new AIIMS along with improvement in the referral system. Till 2020, govt. is focusing on enhancing cross linkages between primary, secondary and tertiary level health care facilities.

Pradhan Mantri Swasthya Suraksha Yojana [PMSSY]

PMSSY was announced in 2003. Its objectives are correcting regional imbalances in availability of affordable and reliable tertiary healthcare services and augment facilities for quality medical education in the country. It establishes AIIMS in various regions of India apart from different government colleges. It is funded from different centrally sponsored schemes relating to creating infrastructure on health.
Central government is consistently working towards the improvement of health infrastructure and health manpower across the country. PMSSY primarily consists of 2 components – Setting up of AIIMS like institutions and Upgradation of Government Medical Colleges Institutions. The important features and highlights of PMSSY are as follows:-

  • Setting Up of AIIMS like Institutions –
  • Setting up of new AIIMS will completely transform health education and training. Even this initiative will also resolve the issue of shortfall of health care professionals.
  • Central govt. bears all the expenses and provide funds for construction, operations and maintenance of new AIIMS.
  • This is a major boost for direct employment generation for around 3000 people at several faculty and non-faculty posts in every AIIMS.
  • Moreover, this step will also generate indirect employment due to facilities and services like shopping centers, canteens, shops in the vicinity of new AIIMS.
  • Each functional AIIMS with 960 beds established under PMSSY will create 4089 vacancies. Till date, new AIIMS at Mangalagiri, Nagpur and Kalyani has created 1144 posts with the approval of Finance Ministry.
  • Each New AIIMS under PMSSY will now add 100 UG (MBBS) and 60 B.Sc (Nursing) seats, 15-20 Super Specialty Dept. and 750 hospital beds.
  • Upgradation of Government Medical Colleges (GMCs) –
  • In each GMC updradation, govt. will now add 8 to 10 super specialty departments (on an average).
  • In addition to this, this initiative will also add around 15 PG seats on an average.
  • Each new AIIMS is expected to have around 1500 OPD patients per day and around 1000 IPD patients per month

All the schemes under PMSSY will minimize the imbalance to access quality health care between states and regions. This scheme will also maintain balance between human resource development and availability of trained medical and nursing manpower. Establishment of medical and nursing colleges is essential for public health care delivery system.
