Now Aadhaar being made compulsory for Income Tax returns, it will now be mandatory to link mobile numbers to Aadhaar. The Department of Telecom has issued a note saying that all telecom operators will have ensure that their subscribers link mobile numbers to Aadhaar number within a year.

This follows orders from the Supreme Court dated 6th February 2017, passed in a Write Petition (C) No 607/2016 filed by Lokiti Foundation vs Union of India, where the court had said that “an effective process has been evolved to ensure identity verification, as well as, the addresses of all mobile phone subscribers for new subscribers. In the near future, and more particularly within one year from today, a similar verification will be completed, in case of existing subscribers.”

The DoT believes that this statement “amounts to direction which is to be completed within a time frame of one year.”

A copy of the DoT notification is available here.

Shortly after the observation from the Supreme Court, “A meeting was held on 13.02.2017 in the Department with the telecom industry wherein UIDAI, TRAI and PMO representatives also participated to discuss the way forward to implement the directions of the Supreme court.”

With the 12-digit Aadhaar number gaining prime importance in our lives, the UIDAI website has rolled out various options to update and verify important details mentioned on our Aadhaar cards.

Since we often change our mobile numbers and emails, the UIDAI offers the option to ‘Verify Email/Mobile Number'. With the help of this we can verify which of our mail IDs or mobile numbers are registered with our Aadhaar numbers.

Here is a step-by-step process to guide you through the same:

1.Log on to the UIDAI website

2. Click on the option of ‘Verify Email/Mobile Number' under the column ‘Aadhaar services’.

3. You will be directed to the verification page.

4. You will be required to fill in your 12-digit unique code, the email ID or mobile number you want to verify and the security code that is given.

5. You will receive a One Time Password (OTP) on your email or mobile number that is mentioned in your Aadhaar account.

6. Enter the OTP on the right side of the page for secure login.

7. If your entry is valid, the next page will display the message: "Congratulation! The Mobile Number matches with our records!"

  • The verification process
  • 1. Reverification of all subscribers using E-KYC process: “All mobile operators shall re-verify all existing mobile subscribers (prepaid and postpaid) through Aadhaar based E-KYC process. All mobile operators are expected to inform existing subscribers through an advertisement in the print/electronic media, as well as SMS about the orders of the Supreme Court for re-verification, and shall upload complete details of this on their website. For this, licensees has use/share common device ecosystem through mutual agreements between them.”
  • 2. SMS based verification of SIM cards: the operators will send a verification code to the mobile number of the subscriber. Before initiating the E-KYC process, the telecom operator shall verify the verification code from the subscriber so as to confirm that the SIM card of the mobile connection is physically available with the subscriber. After this is done, the telecom operator will start the E-KYC process.
  • Before updating the old subscriber detail the telecom operator “shall seek confirmation from subscriber about the reverification of his/her mobile number after 24 hours through SMS. If the subscriber does not respond within 3 daylight hours to SMS, the licensee shall treat reverification as positive and overwrite the subscriber database by E-KYC process data.”

    3. More than one number:
The telecom operator may also reverify more than one mobile connection issued by it in one licensed service area to a subscriber through a single ekyc process, but not bulk connections.

    4. Data cards:
“Mobile connections used for data services only by subscriber, on which incoming calls/sms are not available, the physical possession of SIM card of such connections shall be verified through verification code on alternate mobile number submitted by the subscriber.”
  • Important to note that this doesn’t appear to be a violation of the Supreme Court’s orders on making Aadhaar not mandatory for more than a few services, if and only if, this is seen as a direction from the Supreme Court, inclination and not just an observation. For a government which has an intent to make Aadhaar mandatory for each citizen, and also link the surveillance system Centralised Monitoring System and NATGRID, any excuse and opportunity to mandate Aadhaar is sufficient. This is especially worrying in the light of the fact that the attorney general has said in the court that Indians have no fundamental right to privacy, and the government of India has shown no to push forward with a privacy law. As such, digitally connected citizens are at the mercy of the government.
  • The central government along with the telecom companies is pushing the Aadhar – Mobile linking and may soon make the process easy for the numbers registered with UIDAI. Since, many mobile consumers are facing difficulties in linking their Aadhar with mobile numbers, the government is considering to facilitate the Aadhar – Mobile linking through online mode.
  • The government may soon allow proxy authorization for senior citizens for linking Aadhar number with mobile numbers. Another option for linking Aadhar number with the mobile numbers includes OTP method. However, only those mobile numbers which are registered in Aadhar Database of UIDAI (Unique Identification Authority of India) will be able to use this facility.

  • UIDAI may soon issue some directions to make the Aadhar – Mobile linking process easy and convenient. The considerations being made by the UIDAI will help in reducing the long queues outside the outlets of mobile service providers and issues such as non-availability of machines.

·         Aadhar Mobile Linking Online – Methods

  • Method 1. Under the proxy authorization, a senior citizen may be able to authorize another person for completing the process of linking. However, it is still not clear whether proxy authorization will be available only for the senior citizens or for other mobile users as well.
  • Method 2. Linking Aadhar card with the mobile number will get even more simpler if the mobile number is same as in the Aadhar Database with the UIDAI, given at the time of Aadhar enrollment or updated later. Since, UIDAI can not share the data directly with the telecom companies but linkage can be verified using the OTP method.
  • Method 3. The telecom companies may also be asked to do home visits along with the bio-metric machines for linking Aadhar numbers with Mobiles.
  • Mobile companies has been sending repeated messages to consumers for linking their Aadhar with the mobile numbers or face deactivation of services.

    • How to Link Aadhar with Mobile Online
    • If the plan is implemented, the people who uses the same mobile number which is with the UIDAI (Given at the time of Aadhar enrollment or updated later) will be able to link their Aadhar with mobile numbers online through OTP method.
    • The government may launch a new facility on the UIDAI website or any other portal for online linking of Aadhar and Mobile numbers. The complete process of online linking would be available once the facility is launched.

      • Aadhar Mobile Linking Last Date
      • Most the mobile consumers don’t know, but the last date of Aadhar mobile linking is February 2018. Even the last date is still about 5 months far, people are being bombarded with messages to link their Aadhar number with mobile or face disconnection of services.
      • Last Date of Aadhar Mobile Linking: February 2018
        • Aadhar – mobile linking is even difficult for people living in such rural and hilly areas from where the outlets of mobile service providers are too far. So, if these consideration are put in effect, it will be easy for all to complete the process.
