RUSA is a centrally sponsored, overarching holistic and comprehensive umbrella scheme for norm-based funding for the State Universities and Colleges to achieve the goals of expansion, equity and excellence with the aim of imparting relevant and value based education for improving employability. It attempts to impact the individual through a positive inculcation of knowledge, attitudes and skills. Thus, it is aimed at bringing higher education reforms through improvements in governance of institutions and academics.

RUSA scheme of MHRD has released the grant under infrastructure head as second installment for developmental works.

As per the RUSA norms, the infrastructure grants will be utilized for new constructions like establishment of new laboratories for existing programmes and for new programmes both at undergraduate and post graduate levels. There will be new classrooms, toilets and computer labs will be established. The revamping works like modernisation of sports facilities, improvement of supporting department, academic and administrative block and toilets will also be done.

UP has given its consent to participate in RUSA scheme [65% Central assistance and 35% State Share] with a focus on imparting quality through an innovative learning, environment, by infrastructural development strengthening, extending opportunities for the capacity building.

Objectives

The salient objectives of RUSA are to;

  • Improve the overall quality of state institutions by ensuring conformity to prescribed norms and standards and adopt accreditation as a mandatory quality assurance framework.
  • Usher transformative reforms in the state higher education system by creating a facilitating institutional structure for planning and monitoring at the state level, promoting autonomy in State Universities and improving governance in institutions.
  • Ensure reforms in the affiliation, academic and examination systems.
  • Ensure adequate availability of quality faculty in all higher educational institutions and ensure capacity building at all levels of employment.
  • Create an enabling atmosphere in the higher educational institutions to devote themselves to research and innovations.
  • Expand the institutional base by creating additional capacity in existing institutions and establishing new institutions, in order to achieve enrolment targets.
  • Correct regional imbalances in access to higher education by setting up institutions in unserved & underserved areas.
  • Improve equity in higher education by providing adequate opportunities of higher education to SC/STs and socially and educationally backward classes; promote inclusion of women, minorities, and differently abled persons.

Rashtriya Uchchatar Shiksha Abhiyan – Impact & Target

The major impact and target areas of RUSA are as follows:-

  • RUSA targets to raise Gross Enrollment Ratio (GER) of India to 30% by 2020.
  • RUSA also seeks to enhance the state government spending on higher education.
  • 2nd phase of this higher education scheme aims to create 70 new model degree colleges and 8 new professional colleges. In 10 selected universities and 70 autonomous colleges, govt. wishes to raise the quality and excellence levels. This would be done through providing infrastructural support to around 50 universities and 750 colleges.
  • New RUSA Proposal will help to improve access, equity and accessibility of higher education. This would be done through academic reforms, governance reforms and affiliation reforms.
  • Providing opportunities of higher education to socially deprived communities, promotion of women inclusion, minorities, SC / ST / OBC and Person with Disabilities (PWDs).
  • RUSA will also identify gaps in the education system and fill up these gaps by providing support to State Government efforts.
 

Furthermore, central govt. wants to promote healthy competition among states for excellence in quality education, research and innovation.

For the upcoming 3 years (2017-18 to 2019-20), the financial outlay of the scheme is as follows:-

RUSA Funding Ratio – Central govt. and State govt. will share the total project cost in public funded institutions in 60:40 ratio in general states, 90:10 for North Eastern States, Himachal Pradesh and Uttarakhand and 100:0 in UTs without Legislature.

Funding will then flow from Central govt. through State govt. / UTs to State Higher Education Council (SHEC) before reaching identified public institutions. The basis of this funding is appraisal of State Higher Education Plans to address issues of equity, access and excellence in higher education.

To provide better education facilities in all the government institutions, central govt. has decided to continue Rashtriya Uchchatar Shiksha Abhiyan for the next 3 years.
