Delhi ' Aam Aadmi Health Card ' Scheme 2018 – Electronic Health Record of all Citizens

With an aim to streamline the patient care services, the Delhi government is bringing in a new concept of 'Aam Aadmi Health card' in all state-run hospitals. The card will facilitate the 1.8 crore residents of Delhi to avail the healthcare services in the national Capital.

According to the officials, after having a successful stint of mohalla clinics, the AAP government is once again focusing on improving the medical facilities for the people of Delhi. The concept of the health card is that the holder of the card will be entitled to free healthcare services in the state-run hospitals and those running on public-private partnership (PPP) model.

To start with the process, the government has started inviting tenders for the project. "This is Delhi government's another ambitious projects for the people of the Capital. Our aim is to improve the healthcare services for the people. This card will also help us in creating a database of the patients," said Dr Kirti Bhushan, director general of health services (DGHS), Delhi government.
So, if a resident of Delhi gets this card, he/she will no longer have to stand in a long queue for registration of the credentials. As per the guidelines, Aadhar card is mandatory for availing this health card.

The initiative is among the series of plans proposed by AAP government in facilitating the residents of Delhi for better services. Recently, Lieutenant Governor Anil Baijal has given nod to the 'Quality health for all' scheme.
The scheme is applicable to the permanent residents of Delhi, which pertains to providing patients specified high-end diagnostic (radiological) tests and surgeries free-of-cost at private hospitals, in case of a delay at government facilities.
Under the scheme, the government is currently facilitating 52 specified surgeries free-of-cost at private hospitals in Delhi-NCR. There is no income limit for residents of Delhi, who are allotted a date of surgery after 30 days of diagnosis at one of the 24 specified government hospitals in the city to avail the scheme. The specified surgeries include heart bypass, cataract surgery and 17 types of kidney operations.

According to the senior government officials, so far, more than 12,000 people have availed the scheme.
The card will be issued by the Department of Health and Family Welfare of Delhi government.
A person aged 18 years and above shall have to provide the voter identity card of Delhi and Aadhar card to get the card.
Benefits for Delhiites.
Person having the health card will be given priority for registration of outdoor services.
Persons having the health card will be eligible for free treatment in hospitals run by the state government, mohalla clinics, polyclinics and those running on PPP mode.

The important features and highlights of this Health Card Scheme are as follows:-

  • Delhi govt. will provide these health cards to all citizens whose age is 18 years or above.
  • Henceforth, each candidate must provide his / her Delhi Voter Id Card or Aadhaar Card.
  • Accordingly govt. will provide health cards to only such people whose age is more than 1 year after the receipt of their Aadhaar Card / Number.
  • Delhi govt. is going to start a centralised web-based application for management of electronic health records of all citizens.
  • Subsequently, this scheme will benefit more than 1.8 crore residents of Delhi. In addition to this, this scheme will enable them to avail health care facilities through Aam Aadmi Health Card.
  • Furthermore after the receipt of these health cards, people can get free medical services in several hospitals, mohalla clinics and poly clinics.

In addition to this, Delhi govt. is also mulling to launch the previously proposed health insurance scheme for the welfare of Delhi residents.
