Now Online RC Transfer Process for Used Cars – Transfer of Ownership of Vehicle in Delhi

Transport Department, Delhi Govt.  is going to launch the online process of transfer of ownership of vehicle in Delhi. People have to make lots of rounds to the Regional Transport Office (RTO) to transfer the Registration Certificate (RC) in their name. Now this online RC Transfer Process will reduce the hassle to make limitless rounds to the RTO office. This online system will also ensure transparency in the transfer of ownership.

Government is going to implement this process in phases. Subsequently in the first phase, department will start online RC transfer process for the 4 RTOs – Vasant Vihar, Janakpuri, Indraprastha Depot and Mall Road. Afterwards, govt. will start this online service for all RTOs and their respective zones in Delhi from 15 January 2018.

This online transfer process will reduce dependence of people on the public interface of the Transport Department. Delhi Transport Department is also sending the RCs to the owners through speed post. Furthermore, dept has also started online process for trade certificate for vehicle dealers, licence renewal and permits.


RC Transfer Process

Before Buying or Selling Used Car, its imperative to know how ownership transfer happens with documents, transfer charges with Process note from both buyer and seller perspective.

Below is RC Transfer Process in Delhi - which remains as benchmark and similar to all other Cities 

» Original RC Copy Book needs to be submitted. 

» If RC Book has HP to any Bank / Financier, then NOC along with RTO Form Number 35 is required to be submitted. Note: Generally NOC is Valid for 60 days from date of issuance.

» RTO Form Number 29, 30 are considered Sale Transfer Forms. This needs to be signed by both Seller and Buyer with 2 Copies required

» Vehicle Chassis Number Imprint

» Copy of Insurance, PUC Certificate, 

» Self Attested ID & Address Proof of both Buyer and Seller (Seller Address Proof on RC should match as with Present Address else an affidavit is required)

» Self Attested PAN Card of Buyer (if Purchase Transaction is less than Rs 50000) or Form 60,61


Online RC Transfer Process for Used Cars

Previously, all the applicants have to fill and submit the completed application forms with the necessary documents at RTO. Now, applicants can fill and submit the application form through online mode. Moreover, candidates can scan and upload the required documents for the completion of the online application process. However, dept. has not started this service for smartphones because mobile version for this service is not functional.

Sending of RC at Residence

Transport department also starts the process of sending registration certificates (RC) of vehicles through speed post to the owners. Subsequently this service is available for all applicants who makes their registrations after 1 October 2017. Henceforth, dept firstly sends an SMS on their registered mobile number and then send RCs at their residence.

Trade Certificate, Renewal Licence, Permits – Now Online

Moreover transport department of Delhi also started the online process of giving trade certificates to the dealers in addition to the process of licence renewal and permits. Accordingly, this online RC Transfer Process will lessen the burden on several offices of transport authority.

The number of visitors to the zonal transport authority offices are around 45,000 to 50,000 per day. So, the state govt. has made this plan for reduction in the public interface with the Transport Department. Furthermore, now all the applicants will get RC Certificates, renewal licences in a hassle free manner.

All the persons can transfer the RC of the used cars in their own name without making visit to the RTO through the online process. The transport dept. will resolve the minor issues for its successful implementation.


Inter State RC Transfer

Sometimes Buyer belongs to one state and seller to other, in this case Transfer Process goes on like. Other than the Documents mentioned above in RC Transfer Process - in case of Inter State transfer, additional documents are :-

- NOC From Traffic Police for No Offence, Dues

- NOC from NCRB (National Crime Record Bureau) that Vehicle is not Stolen, can be done Online - Click Here to Obtain

- Clearance Certificate required to be Issued from Original RTO where car was Initially Registered.

- A Copy of Clearance Certificate from RTO and NCRB Noc needs to be retained - which needs to be submitted to the New RTO Office.

- Form 27 and Form 28 for No Objection Certificate of Inter State Transfer of Vehicle

- Form 20 for Re Registration of Vehicle. Also - Form 29,30 as Sale Transfer Forms needs to be signed by seller

- Vehicle Fitness Certificate issues by RTO Inspector

- Valid Notarized ID & Address Proof of New Owner

- Insurance Cover Note or Policy with Engine Number & Chasis Number

- Applicable Re-Registration Fees, based on Depreciated Value as per Ageing Value of Car carried as per respective RTO Officer

- In some States, Only BS-IV / Euro IV vehicles are getting registered in inter state due to latest emission norms (one need to check with local RTO office for same)

However, if you yourself is migrating to another city (say from Delhi to Mumbai), due to transferrable job or for some other reason and you intend to keep vehicle with you - but want to re-register in new state
