7 Star Village Scheme announced in Haryana to Improve Works of Gram Panchayat

A 7 star village scheme has been launched by the Haryana State Government for Gram Panchayats. Under the new scheme each of the Gram Panchayat will be assisted by the state government for effective working. The state government will also be offering Gram Panchayats with incentives and awards for their contribution under the scheme.

Haryana govt. will carry out the identification process in a systematic manner. Henceforth, each selected gram panchayat will receive special grants from Development and Panchayat Department. Govt. will assign them stars of different colours on the basis of their developmental activities.

This scheme will benefit the rural people to a great extent as every gram panchayat will work hard and carry out development activites in their villages.

7 Star Village Scheme – Details

Haryana govt. will identify these gram panchayats in every district after assessment of work details and developmental activities carried out them in their respective villages. Subsequently, each village will get incentives on the basis of star color assigned to them.

The state govt. will assign star ratings on the basis of developmental activities taking place in villages. Henceforth, this scheme will promote “Ease of Living” in villages and improve living standards of rural people.

7 Star Village scheme will improve sex ratio, cleanliness, reduce drop out rates, good governance, environment protection activities in villages. Furthermore, Haryana govt. will honour these villages on 23 March 2018 as per their star ratings.


Incentives offered to the Gram Panchayats under the scheme

  • The state government has ensured that the work of each Gram Panchayat under the scheme at the village and state level will be identified by the state government.
  • The Gram Panchayats will also be offered with score points for their contributions made at the village level by the state government. The Gram Panchayat will also be offered with identification as “Indradhanush Gram Panchayats” on scoring maximum points.

Process of identification for star grading

  • The state government of Haryana has announced that it shall be regulating the process of identification of Each Gram Panchayat under the scheme. Once the Gram Panchayat has been selected then the government will issue grants to the Gram Panchayat offered by Panchayat Development Department.
  • The state government and Development department will also offer the Gram Panchayat with special colored star rating depending on the basis of activities performed by them.

Moreover, if a gram panchayat scores maximum in all the above mentioned parameters, then state govt. will give special consideration. It will get recognition of Indradhanush Gram Panchayat and will receive special incentives / grants.


Color list under7 star Village scheme

  • Pink color – This color will be offered to the Gram Panchayat by the state government departments for offering their best performance towards helping improve the sex ratio at their village level.
  • Green color – The state government will offer Gram Panchayat for their best outstanding contribution made towards helping protect the environment with Green colored star grading.
  • White color – White color will be offered to the Gram Panchayat for maintaining hygiene and cleanliness within their village and surrounding areas.
  • Saffron color – If the Gram Panchayat has managed to eliminate and eradicate crime from within the village then the department shall offer them with saffron color grading.
  • Sky color – The sky color would be offered to the Gram Panchayat if it manages to educate all children in the village to pass their exams such that there are no drop outs at the year end.
  • Golden Color – The Golden color will be given to the Gram Panchayat that has managed to implement the significance of Good governance at the village level.
  • Silver color – The silver color will be offered to any Gram Panchayat that has been participating in all of the village activities for the development of the village and its people.

In case any Gram Panchayat manages to score well in all the above mentioned criteria then the state government will issue “Indradhanush Gram Panchayat” status to that particular village.

Key Features

  • The state government has already made it clear that the process of identification shall be carried out at the district level within the state. The details of the work will be assessed by the government before allocating grants and incentives.
  • The incentive will be directly offered only on the basis of star color earned by the Gram Panchayat.
  • Under the new scheme the state government aims at promoting the better living standards for the village people to help improve their rural status.

Apart from promoting “Ease of living” amongst the villagers the state government aims at improving other aspects including implementing good governance, hygiene, educational values and improve sex ratio amongst villagers.
