The Maharashtra government has launched a scheme to make a pack of sanitary pads available to 7 lakh girls studying in government schools for a subsidised price of Rs 5.

It intends to increase the percentage of usage of sanitary pads to 75 % from the current 17 % in rural Maharashtra.

The state cabinet, on Tuesday, approved a proposal to launch, Asmita (meaning dignity) — a scheme to make sanitary pads available to girls aged between 11 and 19.

It has engaged three small scale manufacturers, to supply the pads using a network of self- help groups (SHGs) run by women in the state. The pack of 8 pads, costing the government Rs 24 (240mm) and Rs 29 (280mm) including profits for the SHGs, will be subsidised to Rs 5 for the girls.

The annual burden of the subsidy for the state government is Rs12.75 crore.

Besides school girls, about 1.75 crore women in rural parts of the state will also be targeted by the scheme. But they will have to pay the actual cost of the pack. “The packs are still cheaper than their market price. The usage of pads in rural areas is even lesser than the national average of 17% ...”said Aseem Gupta, secretary, rural development department.

“The SHGs will get Rs5 per pack to market these packs. The scheme will be launched on World Women’s Day on March 8...” said rural development minister Pankaja Munde.

The state government has launched ‘ASMITA Yojana’ to distribute subsidized sanitary napkins to the rural women in the state. Under the scheme, girls will be given ‘Asmita’ sanitary napkins produced by global agencies which are procured through Maharashtra State Rural Livelihood Mission.


Launch Details

The state cabinet ministry has given its nod to the scheme on 30th January 2018, Tuesday during the cabinet meeting. Asmita Yojana will be implemented through the women’s self help group in the state of Maharashtra. The state government has announced that the scheme for rural women and girl students will be officially launched by the government on 8th March 2018. The statements were made by officials from the Ministry.

Maharashtra Asmita Yojana – Details

Under this scheme, all the adolescent girls studying in Zila Parishad schools in the age group of 11 to 19 years will get sanitary pads. Subsequently, govt. will provide a packet of 8 sanitary pads at a subsidized rate of Rs. 5. For this scheme, govt. will provide subsidy of Rs. 15.20 on each packet. Accordingly, all the female students will get Asmita Cards under this scheme.

Now people can make their contribution towards this good cause and become an Asmita Sponspor. To become an Online Sponsor, people must sponsor at least one girl child for an year. Thus Minimum Sponsoring Amount is 12 * 15.20 = Rs. 182.40 per annum.

Below is the complete procedure to apply online:-

  • Firstly visit the official website
  • Then on the homepage, click the “Sponsor Online” tab in green present at the bottom or directly click this link
  • Afterwards, Asmita Sponsor Online Application Form will appea
  • Here candidates have to fill all the details accurately and also must verify their number using OTP.
  • Finally candidates can click the “Pay Using Payment Gateway” button and then make payment of Rs. 182.50 to become an Asmita Yojana Sponsor.

Maharashtra State Rural Livelihood Mission (MSRLM) is the nodal agency for successful implementation of this scheme.


 Key Features of the Scheme

  • Objective: The scheme is launched to spread awareness about hygiene in rural areas. Along with building covered toilets, women should realise that there are certain hygiene related things that must be considered during menstruation. Most of the girls drop schools during their periods. To prevent such activities this scheme has been launched.
  • Budget: According to the state authority, Rs. 3 Cr will be allocated to the scheme. School students who are studying in government sponsored zila parishad schools in rural areas will get each packet of pads at Rs. 5/- only from school. Packs of pads will be provided to the school.
  • Price: There will be two types of packs that would be given to the women living in rural areas. One is available at price Rs. 24/- and the other one is available at price Rs. 29/-.
  • Beneficiaries: Girls who are aged 11 to 19 years will be major beneficiaries of the scheme. Apart from these girls women from rural areas, will also get benefitted from the scheme.
  • Self Help Group: The Women’s Self Help Groups across the state will implement the scheme. Those pads will be made by the women from SHGs in Maharashtra. Proper hygiene and health care will be maintained while manufacturing the napkins.
