Manipur Chief Minister-gi Hakshelgi Tengbang (CMHT) – Health Assurance Scheme for Poor & Disabled People

Manipur Government has launched the Chief Minister-gi Hakshelgi Tengbang (CMHT), a health assurance scheme for the poor and disabled people. It was launched by Manipur Chief Minister N Biren Singh. The CMHT scheme will provide cashless treatment to poor at government hospitals, health centres and other empanelled selected private hospitals.

The new scheme has been launched as a health assurance scheme for offering benefit to the disabled and poor people of the state. Under the new scheme the people will be offered with incentive coverage along with ambulance facility for life support.

The scheme will provide insurance cover up to Rs 2 lakh per eligible family in treatment of seven critical identified critical ailments – cardiovascul diseases, neurological conditions, kidney ailments, liver ailments, cancer, neo-natal diseases and burns per year. The beneficiaries will be identified from Socio Economic Caste Census (SECC). They may get themselves enrolled for scheme with help of ASHA workers at kiosks opened in nearby PHCs, CHCs and District Hospitals.

The CMHT Scheme will have convergence with Government of India programme like PMs Jana Aushadhi Programme and Free Diagnostic Programme. It will be truly IT platform driven scheme. Along with Chief Minister-gi Sotharabashing gi Tengbang (CMST) scheme, state government is able to provide two most noble social security schemes to its people.

The new scheme was announced by the Chief Minister of the state N Biren Singh on 21stJan 2018 at an event organized at the Indoor stadium at Khuman Lampak.

CMHT is a special scheme of the state govt. to provide free treatment to the poor and disabled people at nearby govt. and private hospitals. The primary objective of this scheme is to reduce the mortality rate / number of people dying due to un-affordable hospital facilities.

All the families whose name appears in the SECC-2011 data can avail the benefits of this scheme. Accordingly, such families will get an health assurance of Rs. 2 lakh for the treatment of 7 identified critical diseases. Beneficiaries can make enrollment at several stalls at PHCs, CHCs located nearby

Most Importantly, this scheme is in convergence with the PM Jan Aaushadhi Scheme and Free Diagnostic Scheme. Moreover, this scheme is an IT platform based Scheme. Now, Manipur State has launched 2 Social Security Schemes with previously launched chie ministergi shotharabasingi tengbang cmst launched Manipur disabled Chief Minister-gi Shotharabasingi Tengbang (CMST) Scheme for disabled people The primary objective of this scheme is to make access of poverty stricken people to hospitals easy. All the poor, deprived and under-privileged people will get benefited from this scheme. At the official launch ceremony at the Statehood Day, CM also provides 10 life ambulances for the people. These ambulances are equipped with advance equipment and will function as Mobile ICUs in case of any emergency. Furthermore, CM also distributed Health Cards to few selected beneficiaries to mark the official launch of Chief Minister-gi Hakshelgi Tengbang scheme.

Key Features Of  Manipur Chief Minister-gi Hakshelgi Tengbang (CMHT)

  • Under the new scheme the state Chief Minister has also announced to launch the services of 10 ambulances that will be equipped with life support systems. The services will be available for poor and disabled people of the state.
  • According to the latest updates collected by the state government the new scheme will also offer needy people with cashless treatment benefit. The people will be able to take full benefit of treatments for fee in various government owned state hospitals.
  • Apart from this the needy and poor people will also be able to take health care benefits in various health care centers across the state along with a number of private sector hospitals that have been selected by the government under this scheme.
  • Under the new scheme the state government of Manipur will also offer each of the eligible family with an incentive coverage equivalent to Rs 2 lakh in value that will be offered to the beneficiary after verification from the SECC (Social Economic Caste Census) list.
  • The financial assistance offered to the beneficiary can be used for treating a number of conditions including Kidney problems, cardiovascular conditions, cancer, burns, liver conditions, neo natal diseases and neurological conditions.
  • To get full benefit under the scheme each of the beneficiaries can also approach the Asha worker to complete the procedure of registration. The patients can get registered at the District hospitals, CHCs and PHCs within the state limits.

It is obvious that by the new implementation the needy people of the state will be able to take full benefit of other government health care schemes and programs along with free of cost diagnosis in all selected private and government sector hospitals. The government will also issue selected beneficiaries with health card facilities.
