Amarinder Singh CM of Punjab Announces Welfare Schemes for Construction Workers

The Punjab State government has instructed the state’s labor department for implementing the registration process under the new welfare scheme. According to the sources the new scheme termed as Welfare scheme for construction workers will offer with benefits to workers working at construction sites.

The state government of Punjab has given the instruction to the Labour Department to start a process to register the maximum number of construction workers to provide them the benefits of the state government’s welfare benefits.
In addition, the government has also urged that there is need to create awareness among the labourers about the welfare schemes under the Punjab Building & Other Construction Workers’ Welfare Board.

Under Punjab Shehri Awas Yojna-2017, the state government has also approved a proposal to pay an additional equal amount of Rs. 1.5 lakh for the registered construction workers. The workers belong to SC/BC category with annual income less than Rs. 3 lakh. However, the registered construction workers having at least three-year membership with the Board will be eligible to avail the scheme.

                                       

Launch Details

The new welfare scheme will be completely implemented and regulated by the Labor department of the state. The exact date of implementation of the new scheme has not yet been disclosed by the state government officially.

Implementation process

  • The labor department will be responsible for registering each labor for the benefit under the scheme state wide.
  • The government will educate registered workers and labors of various welfare schemes of building and construction boards by running several awareness programs.

Punjab Shehri Awas Yojna-2017

The state government has informed that the central government is providing Rs. 1.50 lakh for each beneficiary Under PMAY. Punjab government has ordered to the Punjab Building & Other Construction Workers’ Welfare Board that they will provide interest subsidy of 6.5% upon the loan. But the beneficiary must belong by Economically Weaker Section (EWS) with having the annual income less than Rs. 3 lakh

According to the board, about 6.39 lakh workers have been registered with the Board and among them, around 3.70 lakh workers are depositing regularly their contribution. In addition, remaining 3.06 lakh workers have been registered under various existing schemes. The Board has been spent so far around Rs. 522.33 cr on various welfare schemes while Rs. 22.17 cr on the management of administrative expenditure.

Punjab Sewa Portal

On the portal, the construction workers in the state can make their registration by linking with Aadhaar and Mobile number. However, if any workers had completed their registration process on the portal earlier, having to need the renew their account by linking their Aadhaar number and Mobile number at Punjab Sewa portal.

The registered beneficiary will get the financial benefits directly into their bank accounts. The board has informed that they had integrated the whole network of web portal bocw.punjab.gov.in with the Punjab Sewa Portal. The construction workers will be able to file their applications at their nearest Sewa Kendras.

Mobile Health Lab Scheme

The state government has given its approval for mobile health lad scheme to provide medical checkup facility for the construction workers. This Scheme is being operational by the Punjab Building & Other Construction Workers’ Welfare Board. The board will provide medical checkup facility at just Rs. 124 per worker.

Moreover, the state government has also agreed to accept the Board’s proposal that the construction worker will get the medical treatment from PGI or any government hospital. The worker will not be required to pay medical reimbursement bills certified by the office of civil surgeon. The reimbursement bills will be paid directly by the board to avoid any procedural delays.

 

Eligibility criteria

  • Any worker who is born in the state of Punjab is eligible to get registered under the welfare scheme as beneficiary.
  • It is also important that the worker has to be registered under the new scheme with the board for at least three year membership program.
  • Any construction site worker whose yearly income is less than 3 lakh and is from backward class or schedule caste category can take benefit of the scheme.

Services under the welfare schemes Punjab Sehri Awas Yojana – 2017

  • The state government has announced that it shall be paying each registered worker with Rs 1.5 lakh incentive from the Board.
  • The worker will be paid incentive under PMAY scheme. 6.5 percent subsidy will be paid additionally to the worker on the loan amount.
  • At present the department has managed to register around 6.39 lakh workers till date. There are also contributions made from over 3.70 lakh workers towards the board.
  • The department has also ensured that over 3.06 lakh workers are presently registered with state governments other beneficiary schemes.
  • To make the process of implementation of the scheme more efficient the state government has also made an overall investment of Rs 522.33 crore in various beneficiary welfare schemes.
  • The state government has also ensured that it has made an investment of Rs 22.17 crore towards expenses for management and administration.

With the launch of the welfare scheme in the state the government aims at offering helping hand to the construction workers belonging to backward class of the society. They can get cheap medical check up facilities from government owned hospitals.
